LEPC
WHAT IS AN LEPC?
Local Emergency Planning Committees, or LEPCs, bring together persons and groups involved in chemical release emergencies. First responders, state and local officials, chemical manufactures and suppliers, industry, emergency managers, support agencies, transportation, health and environmental agencies and the public at large all have roles to play in responding to chemical accidents.
A committee appointed by the State Emergency Response Commission (SERC), as required by EPCRA, which develops comprehensive emergency plans for Local Emergency Planning Districts, collects MSDS forms, Tier II reports and chemical release reports, and provides this information to the public. Each county participates in an LEPC.
LEPCs were established by Title III of the Superfund Amendments and Reauthorization Act (SARA Title III) in 1986, aka Emergency Planning and Community Right-to-Know Act (EPCRA). Tier II Guidelines for Wyoming are located online.

Homeland Security in Goshen County
The Homeland Security Coordinator has a legal responsibility to organize the overall emergency response for Goshen County . We will develop and maintain an ongoing program/plan of mitigation, preparedness, response and recovery. The HSC will make certain that responsibility is assigned and action is taken without conflict or controversy in a major disaster or some minor emergencies. The HSC is mandated to help protect the public and their property in a natural or man-made disaster, terrorism, hazardous materials incident, fire or any other type of emergency.
The Homeland Security Coordinator works closely with other departments such as the fire dept., law enforcement, EMS , and public works. During an emergency, the coordinator coordinates the operations among these departments. The law enforcement, fire, and other emergency service agencies are independent. They have their own mandates; they have their own responsibilities to fulfill. In an emergency, however, all of these emergency responders must work together like a well oiled machine.
The task of Homeland Security is to organize resources that already exist. The coordinator must make certain that the components of the Homeland Security system know the threats to the jurisdiction, plan for emergencies, can operate effectively in an emergency, and conduct recovery operations after a disaster.
Teamwork is the key to effective Homeland Security. We all strive for the same goal, which is the safety of the public and the protection of their property.
Disaster Plan
The Disaster Plan for Goshen County was published for public review on September 30, 2007. This plan entails emergency response guidelines that will be utilized by public safety agencies within Goshen County.
